Signed IPSW files can be restored via iTunes. Unsigned IPSWs cannot currently be restored via iTunes.

Windows
Install the latest version of iTunes from the Microsoft Store.
Plug your MacBook Pro (M4 Pro, 14-inch, Nov 2024) in to your PC.
Open iTunes, and navigate to your MacBook Pro (M4 Pro, 14-inch, Nov 2024).
Hold the Shift key on your keyboard, and press "Restore".
Select the UniversalMac_15.2_24C101_Restore.ipsw file that you downloaded.
Wait for the restore to complete, and the MacBook Pro (M4 Pro, 14-inch, Nov 2024) to reboot.

macOS
Plug your MacBook Pro (M4 Pro, 14-inch, Nov 2024) in to your Mac.
Navigate to your MacBook Pro (M4 Pro, 14-inch, Nov 2024) in Finder.
Hold the Option or Alt key on your keyboard, and press "Restore".
Select the UniversalMac_15.2_24C101_Restore.ipsw file that you downloaded.
Wait for the restore to complete, and the MacBook Pro (M4 Pro, 14-inch, Nov 2024) to reboot.

Linux
Install idevicerestore.
Plug your MacBook Pro (M4 Pro, 14-inch, Nov 2024) in to your PC.
Open a terminal, and navigate to the IPSW file that you downloaded, e.g. cd ~/Downloads
To perform a full erase restore, type idevicerestore -e UniversalMac_15.2_24C101_Restore.ipsw and press enter.
Wait for the restore to complete, and the MacBook Pro (M4 Pro, 14-inch, Nov 2024) to reboot.
